Responsibilities:

Since 1997 the Town of Windsor Locks has retained J.R. Russo & Associates as its Town Engineer.  J.R. Russo & Associates is a professional site engineering and land surveying firm located just across the river in East Windsor.  In this arrangement, the town enjoys the benefits and resources of a full service site design firm providing consultation in matters related to land development, surveying and infrastructure.

Although services provided are directed primarily through the First Selectman, the Town Engineer is authorized to provide professional engineering consultation and advice to any town department, board or authorized agent including the Chairman of the Planning & Zoning Commission, Inland Wetland and Watercourse Agency, Conservation Commission, Zoning Board of Appeals, as well as the Building Official, Zoning Enforcement Officer, Planning Coordinator & Assistant Zoning/Wetland Officer, Planning Consultant, and the Director of Public Works.

The Town Engineer routinely assists the Planning & Zoning Commission with review of applications, preparation of written comments and attendance of meetings.  The Town Engineer regularly corresponds and meets with town staff and PZC applicants to discuss design and site construction issues.  Application review, written comments and attendance for other boards and commissions is available upon request, subject to oversight by the First Selectman.  The Town Engineer may also assist the Director of Public Works with consultation in regard to infrastructure design, construction and maintenance.
